Need help or some advice no power to headlight or high beam lights and no high beam light on cluster via the switch

Most likely, the fuse for that circuit has popped or the wiring got overheated and melted at some point.

I checked all the fuses in the fused box and they are fine

There a brand new battery on it on Monday

They can be bad as well.

If you haven't, fully charge the battery overnight at about 1 Amp.

Many times, a new battery has sat long enough that it's no longer adequately charged.

Check the voltage first.

That's good.

Most likely some kind of wiring issue then.

Tracing the power with a 12V test light, when the HL should be on, should tell you where the power is interrupted.

Nothing special, just a 12V test light.

You can also use a multimeter, but the test light is usually handier.
