Since Kawasaki(Ninja 250), Yamaha(R25) & Honda(250RR) all make 250cc parallel twins, why don't they simply make a 250 race series instead of the current 300 which is full of bikes with different displacements? If they do that they can have less restrictions on the development/tuning.
Maybe the manufacturers are less keen on spending money to race 250s as the sales potential is limited(beginner bikes are getting bigger)? Can't they apply what they learn from racing their 250s to bigger versions of the same that they sell to the public? Both the Ninja 400 & R3 are exactly that after all.

At the moment they are having to put restrictions on one or the other to keep everyone competitive.
