Bought it at ~23000 miles. I've seen it hit 90mph once downhill on the highway. 95% of the time it maxes out at 81-83mph.

It is throwing a check engine light, took it to dealer for full service/rear tire replacement, and they offered $250 just to diagnose the cause (62 1103 code, subthrottle valve actuator). I think its cheaper just to replace the entire throttle body myself ($80).

Other than that, I have no idea what could cause this. The exhaust pops on deceleration (lou vance gp corsa). The guy also told me it had a lowering kit, so maybe it was possibly modified in another way? Possibly needs new clutch kit?

Replaced the clutch, and that seemed to have fixed the issue for like 100 miles. Then the issue came back, then went away again. I noticed when this happens, I cannot rotate the throttle as much as when the bike has full power. I lose range of motion, and cant physically roll the throttle into the power band. Is this a clutch issue or something else? When I disassembled the bike I noticed it has a Sub throttle Valve Actuator Eliminator, which could be the cause of the check engine light.
