Bought it at ~23000 miles. I've seen it hit 90mph once downhill on the highway. 95% of the time it maxes out at 81-83mph.

It is throwing a check engine light, took it to dealer for full service/rear tire replacement, and they offered $250 just to diagnose the cause (62 1103 code, subthrottle valve actuator). I think its cheaper just to replace the entire throttle body myself ($80).

Other than that, I have no idea what could cause this. The exhaust pops on deceleration (lou vance gp corsa). The guy also told me it had a lowering kit, so maybe it was possibly modified in another way? Possibly needs new clutch kit?

I'd start looking around to see what else has been modified.

Look at the air filter - stock?

Does it have any type of tuner, like a Power Commander, under the seat?

Is it making any engine noise, like ticking? It could need a valve adjustment.

I don't think you are looking at the right part, if it's $80 for a throttle body, and I don't think it would need to be replaced. They may need to be synced.

I would look deeper into the code that it's throwing, and try to isolate a part that could be faulty.

If you don't care for the loud exhaust, you could start looking around for a used stock system, which may make it run better than an improperly-tuned aftermarket exhaust.

EDIT: That license plate looks like it would get sucked under the tail, and possibly cut the tire, if you hit a good bump.

That looks like the Leo Vince slip-on, which absolutely will pop when you roll of the throttle. That's normal for that exhaust. Since it's a slip-on, there's no tuning adjustments that should've been done. You will lose maybe 1 hp with the slip-on, but it's not that noticeable. I have the carbon fiber version of it, which I run without the baffle, and I can hear all sorts of pops when I roll off to engine brake. It's also incredibly loud without the baffle, but I like it.

My bike is also lowered an inch, but again, that's not going to affect the top speed. What will affect it is your size (height & weight) along with your body position. I'm 5' 1" and if I tuck down behind the windscreen, I can easily hit 100 mph on a flat, more on a downhill. If I sit up above the windscreen, that drops significantly. For giggles I watched my 5' 10" husband hit 110 mph on it and then watched it slow down to about 85 mph when he sat up - the body acts like an air brake at that point.

I would ask the former owner when the last time it was serviced, including the valve adjustment and the spark plugs replaced. Also, pull the airbox and clean it.

@toncey - Like jkv45 mentioned, I would definitely check/clean/replace the air filter first. And if the engine is running OK otherwise I would also check the engine's compression as the bike may have had 23,000 hard miles put on it by the previous owner. Regarding top speed, I haven't checked mine in a long time, but my 2014 hit a freckle under 100mph (stock exhaust and gearing) and I'm a fairly heavy guy (200 lbs).

Replaced the clutch, and that seemed to have fixed the issue for like 100 miles. Then the issue came back, then went away again. I noticed when this happens, I cannot rotate the throttle as much as when the bike has full power. I lose range of motion, and cant physically roll the throttle into the power band. Is this a clutch issue or something else? When I disassembled the bike I noticed it has a Sub throttle Valve Actuator Eliminator, which could be the cause of the check engine light.
